I don't think that that is what Tim was proposing.
As AdamL noted, there's various "workarounds" (aka "techniques" as Tim termed
them) embedded in various places (user agents and/or servers and/or CA systems
and/or certs).
Tim, IIUC, is proposing that to spend time documenting a workaround/technique it
should be used in at least some baseline number of overall web connections (as a
way to attempt to trim the "long tail" of workarounds/techniques and software
versions to document).
(whose data is used, and the availability thereof, are of course good questions)
