Sure, on the surface XHTML may seem pretty stingy on features, but that's only because it's misunderstood.
The modularisation of XHTML breaks HTML down into smaller pieces. These small DTD modules allow lightweight devices to deliver content without the overhead of an "encompassing all" DTD.
XHTML has four core modules - Structure, Text, Hypertext and Lists - and can be extended with other modules.
note: the XHTML1.1 DTD provides the core modules as well as several others including Images, Forms, Tables, Stylesheets and more.
So if you want to use Target in XHTML, simply load in the Target module! Accessify have a great tutorial addressing your very issue:

And it's all very valid.
