The WSJT-X thermometer meter is calculated from the RMS value of a short 
period of samples. If 0dB(full scale) is our reference then an RMS of 
samples values of 1 is roughly -90dB. That level is our meter 0dB 
reference. So a 30dB noise base is around the 32 RMS sample value. That 
leaves the other 60dB as headroom so wanted signals should range from 
+/- 32 up to somewhere short of +/- 32767 which is a usable resolution 
of 11 bits.
