Sixty dB is a *power* ratio of one million, or 10^6. Not 106 (one
hundred six).
Equivalently, 60 dB is a *voltage* ratio of one thousand; and 30 dB a
voltage ratio of sqrt(1000) = 31, approx.
So, as explained before, setting the audio level to "30 dB" means 30 dB
above 1 count, or around 31 counts. This leaves about a factor of
slightly over 1000 (in voltage) before the A/D gets close to saturation.
That means you have about 60 dB of headroom for occasional string signals.

Stated by whom? Why would you think backing off on the receiver's RF
gain is undesirable? It's not.
It's what you should do. I always run the RF gain on my TS-2000 down by
about half a turn.
