Ubuntu 14.04 offers libgomp1 version 4.8.4-2<blah> from the security
repo, Ubuntu 16.04 offers version 5.4.0-6<blah> from the updates repo.
There is a toolchain test PPA
(https://launchpad.net/~ubuntu-toolchain-r/+archive/ubuntu/test
<https://launchpad.net/%7Eubuntu-toolchain-r/+archive/ubuntu/test>)
which offers gcc-6, which, according to
https://launchpad.net/ubuntu/+source/gcc-6, should include an updated
version of GOMP. Personally, I'd never dream of installing such a
toolchain on a generally operational system. If installing GCC 4.9 is
all that's required, then this may help

*Warning:* I've not tried updating to gcc4.9 (or 6), nor do I intend to!
One provisionally concludes that Joe is using a GCC >4.8.
