FWIW I have always used JT9+JT65 as opposed to plain JT65 mode.

So did I. Emphasis on past tense. It was convenient and did a lot to encourage use of JT9 when it was a new mode.

Why would one not?

If one is involved in writing and maintaining code for this highly complex program, and if one pays any attention to the ways JT9 and JT65 are actually used in late 2018, the choice is clear. There is little (if any) reason to maintain a combo-mode.
