Grant, Thank you for your contribution for the future bandplan in IARU. I understand the following topic is not related to the subject which we discussed last year at this reflector but it embarrassed Japanese WSJT community by the reason that IARU had never disclosed with us in advance and actually JARL put their notice at the end of last year to do it without further detailed explanation when and how we had to do. This gave us another embarrassment. I wish to point out this is caused by IARU structure problem without inviting WSJT community and try to solve for such detailed working level discussion subject among state members. I also wish to point out the another structure problem by the fact that ARRL takes two votes by participating Region 1 and Region 3 discussion. This is quite different management structure from ITU has weighing the working level discussion which leaded by sector members i.e. Corporates and Academics to minimize the usage of state members power for fairness to the glove. It is important for them to work to minimize the spectrum interference along with ITU to protect radio amateur spectrum. I am amazed by your courage to identify weather fax broadcast service operated by Korean and Japanese government on 80m band actually block us and your bandplan realization. It is the mission of IARU and must discuss at ITU and solve it as major interference topic at WRC-2023(?).
I checked the usage of PSK and Olivia in region 1 on 40m at around 7030-7045kHz and found PSK operates at 7040-7043kHz and Olivia 16/500 at 7043-7043.5kHz. Knowing JA CW users work at 7000-7040kHz and JA SSB occupies from 7045-7200kHz, it is my personal opinion but it is appropriate to tentively move to 7043.5-7045kHz unless otherwise JARL quickly removes clause in their band plan and will allow us to use default WSJT ORGs in 7045-7100kHz for domestic data communication. I firmly believe the elimination of the clause is the best to minimize the spectrum usage in congested 40m band. Do not think it is appropriate to withdraw the request and ask JARL to consider the removal of the clause as IARU R3 level action? * Relocation of the JA domestic 40m band FT8 frequency from 7041kHz (dial) to 7037kHz (dial) to provide for a global narrow band conversational modes (eg PSK, Olivia etc) segment between 7040 to 7044 kHz in alignment with existing Region 1 arrangements and as a replacement for the region 2 7070-7074 kHz segment) If f PSK or Olivia community in region 1 see this memo and wish to solve the interference issue with us, please let’s me know.
