Jason, This sounds like a textbook example of RFI getting into your computer or USB cable. I had a similar issue on 80m and found that a few well-placed ferrites on my USB cable fixed the issue.
Search for "FT8 RFI" for other folks advice. To verify, try transmitting into a dummy load or at _very_ low power.
