We would not have imagined anyone would try to use Echo mode without
already having checked "Enable VHF and submode features". Obviously
that has been your problem, from the beginning.

I can confirm that all 3 radios IC-705, IC-910H and the Flex6700 behave
the same now depending on the "VHF and sub mode features” setting.
VHF on = correct (fixed 1500 HZ)
VHF off = tone shift based on previous mode setting or wide graph click
And yes, the IC-705 profile was the only one that had it unchecked.

Yes, I have read it. I also read Bob's (KA1GT) article. Please have a

Either right-clicking into the wide graph and setting the offset -
which should not work since it should be fixed to 1500- or by
previously being in Q65 with an offset will cause this.
It follows the pattern of @0-500 offset will subtract 1500Hz,
@501-1000 will subtract 1000Hz, @1001-1500 will subtract 500Hz and so
on until +1500Hz
I think this feature is used to keep the tones in the middle of the TX
passband, but it also requires a frequency shift of the generated tone
which does not happen because it's set to a fixed 1500Hz.
In short, yes, there should not be a frequency shift on TX in the
first place and that is a bug IMHO.
I enabled logging for the rig transactions and the radio is indeed
commanded to go to the wrong offset on VFO B it should be 144065000.
rig_set_split_freq called vfo=VFOB, curr_vfo=VFOA,
tx_freq=144064000
It works fine when I right click on 1500Hz in the wide graphs or when
1500 was selected in the previous mode.

As described there, in Echo mode the transmitted audio-frequency tone
should always be 1500 Hz.
