Switched to an old dell i3 win10 laptop and saw the same behavior with wsjt-x. Tried fldigi and it decoded Olivia and psk31 as well as cw no problem. Tried JS8 as well - no problem. Back to WSJT-X and double checked the settings. Every once in a long while it might decode what looks like a frame.
