I transmit WSPR, FST4W, FT8, FT4 and MSK144 using a MP3 audio file and
precisely control the TX timing with a script.
If you were only 1 ms "off" from "exactly 1-minute" your could run the
same audio for 2000 transmissions or 33.33 hours.
If you plan to implement this in hardware only then a watchdog timer
can be used to provide the synchronization every 33.33 hours.
Opera is a simple weak signal mode which requires no synchronization and
is (machine decodable).
WSJT-X MSK144 is a mode which requires no synchronization and is
(machine decodable).

the same time need half-power on each to combine them for example.
So you'd have more power out of your beacon by playing round-robin.
If you run FT8 say on the top of the minute (and bottom) then squeeze
your other modes into the 15-second intervening period that would work.
Otherwise you'd have to have a GUI control to enable WSJT-X to
transmit if you other modes take longer than 15 seconds.
