Transmitting while driving: NO. But there is an Ohio QSO Party rover
in my area who has a designated driver take him all over the state in
the Ohio QSO party while he operates.

Also there could be someone operating /M (not driving) while acting as a
rover in a QSO party and is being jerked around by a pothole and bumps
the mouse. Or someone with serious vision problems.
