Donette,   I suggest you get in touch with Rick Burgholtzer in Rochester regarding this. I understand his program uses this method of collection exclusively and doesn't do car reposession. I believe Laurie Schaller in Buffalo also uses this method in conjunction with car reposession.   The good thing about wage garnishment is that you don't have to worry about reposession costs.
