I put :
MESSAGE( "wxwin $ENV{WXWIN}" )
and got :
wxwin C:\wxWidgets-2.8.2

I pulled in a new wxWidgets and wxArt2D
I'm doing the build in buildwxArt2D

So that is version 8.0, there should be no problem, i am using 2005 also.
I don't see other things you do wrong.

So i suggest you do a fresh checkout ( deleting what you have sofar ).
Next do a build outside the wxArt2D tree.

Use MESSAGE as i suggested to see values of WXWIN inside the CmakeLists files.

I am really curious what exactly you did wrong, i don't have a clue!
