It's peculiar to Chrome, and seems to depend -- to some degree -- on what site I'm browsing. It can make Chrome unusable for a time. ISTM other threads discussing the problem determined that it depended on what other applications were running. I haven't had the patience to shut down all other applications to see if Just XQuartz and Chrome can coexist peacefully. I don't see how an X client could cause the X server to bring all windows in front, which is what happens. I don't see how the initialization mechanism -- like startx -- could matter. It's pretty clearly a bug in XQuartz, by definition, because it shouldn't behave that way. FWIW, I'm using 10.11.6 and XQuartz 2.7.11.
