There's no need for namecalling. We put forward a set of rules to be
in the repo, that (we hope) guarantee the same good user experience
for all skins. We have to maintain them, and we've decided that
scripts in a skin are not maintainable.

It would be a shame to leave your skin out because of a detail
(themes), especially when we've already worked with skinners to get it
solved. How about we meet in the middle.. you bundle some themes with
your skin, and offer the script on the forum for users who would like
more?

Breaking the skins into components has been discussed on this list,
but there are no official plans yet.
