(3) Starts Tomcat The error will be displaed. (4) Now install Xerces 2.1.0 and restart Tomcat. No exception will be displayed. Xerces 2.2.1 also contains the problem. It is extremly difficult to reproduce the problem with a simple test case. The only way I am able to reproduce the problem is by using Tomcat as it is. The bug occurs when Tomcat initialize the Struts main servlet (org.apache.struts.action.ActionServlet). The only solution I have in mind to debug the exception is to download Struts 1.0.2, add some extra debug information in org.apache.commons.digester.Digester.
