Then (3) open server/webapps/admin/WEB-INF/lib/struts.jar, change the web-app_2_3.dtd (remove line longer that 80k) then save (4) starts Tomcat 4.1.12 Then no exception. I know, it's not the easiest way, but that's the only way I know that always throw the exception.
