I downloaded tomcat 4.1.12, unjar'd the struts it ships and ran Xerces on both web-app_2_2.dtd and web-app_2_3.dtd. It reports no errors. Looking at the catalina source, I see URL's are being produced pointing into this jar, and they're being "registered" with digester. I see mention at the beginning of this long report that there are certain versions of digester that display this bug and certain ones that don't; therefore I don't even know what to look at. At any rate, my guess is that there's something in the interaction between digester and the parser that's causing this. One obvious first step would be for somebody to recompile all the jars involved with debugging support, so we can get line numbers of where the exception's coming from. But I won't do this, since Xerces being able to process the files without error when they're sitting on the file system is a pretty good indication that Xerces isn't the root of the problem. I'll leave this open, but I'm afraid I've devoted all the time I can to this one.
