With regard to your question, "Is there anything else that can be used?..",
there is one excellent option available for sending/receiving secure and
reliable data via the Internet, the Gas Industry Standards Board (GISB)
Electronic Delivery Mechanism.
In 1996 the Gas industry went looking for a secure, relaible Internet
solution to exchange EDI data, to replace the VAN. Their investigation
turned up no viable solution so, being a standards body, they created a
secure transport standard for Internet EDI. This standard is called the GISB
Electronic Delivery Mechanism.
Since it's initial deployment in 1997 the GISB EDM has been adopted by the
entire Gas industry and portions of the electric, healtchare and automotive
industries. Last year Enron did $26 Billion dollars in E-Commerce using the
GISB EDM standard. The GISB EDM standard has also influenced other
E-Commerce standards, most notably IETF EDIINT AS2 and subsequently ebXML.

implement them.
