Michael,
XMLGlobal is working on a set of tools to empower implementations
for this that will be ebXML compliant, and of course www.xml.org
and www.biztalk.org will happily take your DTD's or Schemas in
the meantime.
The issue is the formatting and the semantics used - ebXML will
have more answers on that after next weeks meeting in San Jose.
