The answer is 'it does not!'  and never was designed to.  XML is
simply markup - what you need is semantics.

The achieve what you want is the goal of the ebXML work.  so
the answer is you need to use XML in tandem with ebXML and
then you will have trading partner configuration without having
to pick the phone up and setting down and hardwiring code.
