Sure. It is possible.

You localize XXE by:

[1] extracting messages from xxe.jar and xxe_app.jar, 
[2] translating the messages 
[3] and patching the jars with the translated messages 

(the process can be repeated any number of times).

Once you have tested your localization by using XXE in czech, you send
us the translated message file because we'll patch our source tree with
this file (*if* you agree on that because we use the same source tree
for both free Standard Edition and commercial Professional Edition).

All this is done using the localize tool and is fully described in the

When XXE V2, localized to French, will be released (probably V2.0 Patch
1, released at the end of this month).

This would give us the opportunity to improve the localize tool to fully
support incremental localizations i.e. if you localize V2.0, you expect
to do very little to localize V2.1.
