In order to make users life easier, we would suggest the following improvement in the XXE users preferences loading sequence. [Maybe this exists already (and we missed it), our apologies in this case...]

*Description:*
Load users preferences the same way as addons, using a set of different successive locations, e.g.: XXE installation directory --> user home directory. The latest level (user personal preferences) allowing finally the user to override default settings by their own.

*Rationale:*
Some settings are indeed personal preferences, but most of them are things all users need to do in order to cope with company working policies. Some of the settings (e.g. How to produce JavaHelp) are somewhat obscure for end-users. This might be particularly problematic in our case where most users run XXE transformations in batch, never actually launching the interactive application.

*Suggestion: *
Just add a first level of user preferences located in XXE distribution, so that it becomes easy to set the minimum default settings when packaging XXE before delivery to all users.
