As far as I know only the glint drivers provide RGB formats for Xv. Other cards do support RGB but the functionality has not been implemented (I know this for ATI Radeon as Vladimir Dergachev pointed out to me).
It would indeed help if Xv could be used to hardware scale RGB surfaces. Many of us hope that Xv will be used to expose 'StretchBlt' functionality (simple hardware scaling) for RGB surfaces where cards support it.
