I have always been under the impression that this is a feature of the LCD panel and not of the graphics card. As far as I can tell, video timing signals stay exactly the same independent of whether scaling is enabled or not. XFree86 is mostly concerned with programming the graphics chipset, and as such I don't know whether it would be able to control scaling. Typically, this is something that the system BIOS does, and on many laptops this is controlled by hotkey sequences (e.g. Fn-F7 or something like that).
