Hi Chris, Just two suggestions.
First, make sure that ubuntu-restricted-extras && ubuntu-restricted-addons are installed, or reinstall them.
Second, afterwards try the audio player package audacious. I use it to access streaming internet radio. audacious uses tabs to switch between different streams or system files. Audacious is _not_ a video streaming app, so you probably will have to retain vlc if you're interested in that.

Just to be sure I also tried logging in to the guest account on xubuntu 16.04 and playing something with VLC. Identical choppy sound again.
