Each entry refers to a .desktop file by number, without showing the
name, which is less than useful if you're trying to reconstruct it.
You'd need to have all the .desktop files in order to know exactly what
applications are being put into the menu.

I extracted mine with:

$ locate `lxprintf -e value "%s\n" @value
.config/xfce4/xfconf/xfce-perchannel-xml/xfce4-panel.xml|grep 139`|while
read f;do grep '^Name=' $f;done

Hmm. Keeping config stuff all over the place is a bit messy.

Thanks to both Peter and Ralf. After looking at these files / directories, it appears to me that the panel settings are in

   .config/xfce4/xfconf/xfce-perchannel-xml/xfce4-panel.xml

I will keep these tips and use them during my next install. I suspect that I can excerpt part of the sections

   <property name="plugin-ids" type="array">

And copy them into my new

   .config/xfce4/xfconf/xfce-perchannel-xml/xfce4-panel.xml
