Chatted with Vinod about this offline. The thinking is that because the
command line and web UI are displays, they should return what's most convenient
(i.e. only active nodes). But the APIs (Java, webservice, protobuf) should be
consistent with each other and return all nodes. Working on a patch that
implements this.
