Eric Payne commented on YARN-2113:
----------------------------------
[~sunilg], the latest patch seems to work almost as I expect. However, I still
have one question.
When the {{preemption-order}} property is set to {{USERLIMIT_FIRST}}, priority
preemption will not happen. For Example:
- {{preemption-order = USERLIMIT_FIRST}}
- {{user1}} starts {{app1}} at priority 0 and consumes the whole cluster
- {{user1}} starts {{app2}} at priority 1
In this scenario, no preemption occurs. Is that expected? I don't expect this
behavior, since if {{preemption-order = PRIORITY_FIRST}}, user-limit preemption
will still happen as expected when all apps are the same priority.

> Preemption today only works across queues and moves around resources across
> queues per demand and usage. We should also have user-level preemption within
> a queue, to balance capacity across users in a predictable manner.
