The patch is updated to address 1) and 2). In cases where the preemption
threshold is lower than the allocation threshold, we could either assign a
value larger than the allocation threshold to preemption threshold, or disable
overallocation to avoid threshing.
This patch chooses to disable overallocation, given it is hard to pick a
certain value for preemption threshold that works well in all cases.
