Per discussion in YARN-4676, current timeout config support is via adding
another column to the host file. Using host file means we have to support such
timeout config moving forward for backward compatibility. So I would prefer we
remove such support before we release 2.9 and use json format instead. If so,
this jira should be a blocker. [~djp], thoughts?
