I am not suggesting removing the previous format support (without timeout). We
need that as it is used by everyone to decommission nodes. But adding the
timeout support to the previous format by YARN-4676 isn't my preference. Given
YARN-4676 hasn't been released yet, we can still afford to remove the timeout
support from the previous format without breaking backward compatibility. That
means if people want to use graceful decommission with timeout, they have to
use the json format. I think that is an acceptable requirement.
