I am thinking if we use the term 'delay', the users may assume/think that
decommissioning would happen after certain amount of time as specified but here
we are trying to achieve this as early as possible and within the max time as
we specify. I feel timeout would be enough, anyway we can wait for some other
to comment or suggest here.
