Comrades, Now is the time for young people to take the question of nationalisation of the comanding heights of the economy to a higher level. I request that we look at different experiences and try and see what can we learn from them. The first question that might be answered is what kind of nationalisation we are going to use given the limitations of a negotiated settlement that produced a constitution with a property clause and the rule of law.
In hindsight, I hope we all understand DA argument about the respect for the rule of law- they were in fact concerned in the main by their property rights as enshrined in the constitution. Now given this reality and the absence of a clear 2/3 majority, how are we going to resolve this question-- with or without compensation? Let us compare notes on similar projects in Zambia, Namibia, Venezuala and many other countries and then ask ourselves a question-- what method will work in the South Africa in the current epoch. In Venezuala for example, you have President Chavez who announce on national televisison that as government we are going to nationalise this and this company-- and he then invites those companies to come forward and negotiate with him. Mind you he is President who has survived countless refendums from his people and we also how people came to his defence when CIA financed power takeover failed. Remember the role played by President of Cuba in defense of Chavez. I am raisisng this part so that in our debate we must also ask a question, which African state will come to our defence when we start this project in case there is fierce retaliation by capital similar to that used against Chavez-- except Mugabe, which leader can stand up to imperialist forces in the SADC region. Let me confuse many people about Mugabe, I do not like some of the things he has done but his stance against imperialist is unequaled by no one in our continent in this point in time and he has proven that as an African leader, you can stand up and be counted against this forces. My comrades, this is my humbly submission on how we should proceed. I want to comment JC for his apology and I must say that his contribution to the latest Umsebenzi is excellent and I am happy that he exposes the myth the current ACT that is said to be our panacea in so far mineral resources is flawed and it cannot be equated to the realisation of the economic clause in the freedom charter. A price for me comrades is a very strong document that must be submitted to the ANC NEC for a discussion. I can tell you now that a weak document in that NEC will not see the end of the three day NEC meeting.
