If you choose not to have a swap partition, then we should put up a warning. Not mandatory. I can rant all day about why you should have swap, but the bottom line is only root should be mandatory. We should give the freedom for the user to create a poorly configured system ( ext2 / only ) or a well defined system with multiple partitions, filesystem types, swap, (someday LVM and RAID). As long as it boots. And even then we should not let users configure a system that does not boot without warnings.
