In the kernel config under Device Drivers, Generic Driver Options,
make sure "user space firmware loading support" is enabled.

Blame the Debian developers for this mess. Mircocode used to be built
into the device drivers in the init section and then tossed after the
driver initialized. But that wouldn't be 'free'. Now we have to deal
with this user space loading mess and people loading the wrong
versions into the device. All of this so that the non-free code can be
distributed in a separate .deb file.
