I think the other fellow's expression is good, even if couched in everyday
language (..."ought"...).
If you recall what Shakyamuni is said to have said immediately after he awoke,
seeing Venus, it's a lot like "RAF's" expression (BTW, is he/she an entire air
force?).
Something like: "All beings have the Tathagata's wisdom, but they realize it
NOT!"
So... for those beings, things unfold as they unfold, and they suffer.
(as RAF says).
And then, Buddha went on to teach the Four Noble Truths at the Deer Park, etc.,
after he first went back and taught to his five teachers.
Taken by itself as you post it here, RAF's sentence is sweet.
It may be unfair to quote RAF out of context, but it's still good stuff, of
his. In the light of what the Buddha said. And taught. Thanks for it!
I hope RAF is tipped-off to the fact that a practitioner can change things. He
must be, if he knows about the Four Noble Truths. Or by your middle and third
paragraph.
