This is just a security technicality, but the user only has to be listed in the Local Admins group on the box you want to monitor.  I'm testing Zenoss here at JMU, and we have a utility account that is strictly a domain user, but is also in a domain utility group that is added to the local Administrators group on all our servers via GPO.  That is the account I use for Zenoss and it works just fine.

I don't think I'd ever make a utility account be a Domain Admin unless it was absolutely necessary (domain migration comes to mind); I'm pretty sure our security engineer would take me out back and shoot me... ;-)

Does the WinServices entry under the OS tab of the device show up? If so, UNCHECK monitored, and you'll see all the services. If not, do wbemtest from another windows machine and see if WMI is working right.

Make sure ZenWinModeler isn't hung up - check the log and see if there's an error (or restart zenoss from the command line and see if ZenWinModeler is "Already Started"). If it is, kill -9 that process and restart it, or just reboot the server.

Otherwise, no idea - it works for me?
