I can reliably reproduce a bug where, even after verifying that the "ccmHistoryRunningLastChanged" OID has been updated, the device isn't fully remodeled:
I looked into this a bit more. I was able to reproduce it on my side. Take a look at ticket #2004 which is related to this issue and the final changeset linked in there (r7875) for the fix.
