As funny as this sounds, I accidentally figured out the answer to my original issue.
Since it was a long holiday weekend for the U.S., I didn't pay much attention to anything with my Zenoss install. I left my e-mail as the "on-call" setting for alerts. Monday, I stopped getting the false alerts I have been expecting while fine tuning the alerting portion of Zenoss. I went to check, and to my surprise, the alerting rules under my name were disabled, and they were enabled on the next person in the chain. When everyone was being alerted, I had them all enabled. I disabled everything for the weekend, and at the appropriate time on Monday, it disabled mine, and enabled the next. I WAS able to set up Zenoss to use per-user alerting schedules. I just psyched myself out by enabling the alerting rules of everyone thinking they would adhere to the schedule that way. No need to write that python script, looks like the Zen-team has already done it for us.
