The functionality you want is (IMO because it takes time to fully dive into peoples' use cases, and time is precious) high level and depends on two-way communication between peers, heartbeating, and some form of flow control (credit based or other). It is much, much more than the core library can attempt to do, and still aim to be a generic high performance transport layer. HWMs are no more useful for this than are the buffers in your router.
