https://developers.google.com/admin-sdk/groups-migration/v1/guides/manage-email-migrations#group_migrate_media_upload Seems to be mixed emotions on adopting Google groups, but it does have a conventional email interface, you do not have to create a google account to use the email, and it supports imports.
