The featured 1024 is in case your app gets featured, obviously... you are right, I am guessing. The whole thing must be a quiet (half of the internet is talking about it) move to enable existing apps for Google TV. Polishing things is a worthy cause - just look how focused and successful Apple is with such strategy.
