There are no "plans" about this. It would just need someone who does it.

I probably won't do it myself, because I'm not normally using 
ActivePerl, so have no expertise about this.

Moreover, I believe that a commercially licensed Visual C++ compiler (as 
opposed to the freely available Visual Studio Express) is necessary to 
create a redistributable package containing all necessary components.

Of course, if anyone from the list creates the ppm package and sends it 
to jeffmur...@users.sourceforge.net, it will probably be uploaded.
