Besides regular boots, sometimes it is necessary to update firmware and .efi files loaded for this purpose may write logs or other .efi files (that should be applied after reboot) to ESP. Likely I have seen that with HP firmware.

APT likely have hooks that run after install/upgrade and may be used to synchronize ESP partitions mounted to different paths.
