I have a recent (~2 years) computer, so I don't have this problem. But
usually, I don't scroll (scrollwheel?) anyway, since I use the mini
frames for jumping around.

Good idea, I'll look into this. Right now, I reduced the (hardcoded)
default to 1 min.

No, I didn't. But when I cut out commercials, I look at the next three
frames, so I can jump right to the proper location.

I don't understand, what you mean or how you imagine that feature.

My current dvbcut has an editable combobox instead of an edit field
(with preset values for 1 frame, 1 sec, 10 sec, 1 min and 5 min).

I haven't seen this behaviour.
