For what it's worth, I am having exactly the same problem with 
libmpfr1-2.3.1-1, the same 55 of 133 tests failed.  This is with 
a brand new fink (re-)installation on:

PowerBook G4
OSX 10.5.4
Fink 0.28.5-41
Xcode 3.1
