Are any of these packages mirror-restricted? If you visit ctan in a browser, the download links it presents are via mirrors.ctan.org. I think that would be considered the "primary download location" in satisfaction of https://devmanual.gentoo.org/ebuild-writing/variables/index.html#third-party-mirrors We already mirror everything onto Gentoo infrastructure (unless it's mirror-restricted!), so I think it would be simpler to avoid the indirection here and simply use mirrors.ctan.org. Anyway, thanks you for this usually thankless work on TeX.
