My VPS has 2GB of RAM, Intel(R) Xeon(R) CPU L5520 @ 2.27GHz (8 cores), and is on Debian. I've had no issues running it at 12 players. The only problem I see with your configuration is the 4Mbps bandwidth, especially if you load your server up with custom content.
